SOMEA (Società per la Matematica e l'Economia Applicata) was a consulting company specialized in public administration and institutional field.
SOMEA won the licitation for the information systems audit of the PASA (Programme d'Appuì à la Stratégie Alimentaire) project for the Rwanda EEC commission.
The audit has been performed to:
(A) Certify the procedures and operations to obtain the PASA projects economic balance.
(B) Verify the different PASA project management functions such as procurement, stocking, investments, finance, personnel etc.
(C) Assess the effectiveness of the project planning procedures in use.
(D) Prepare recommendations on the findings.
The audit has been performed in co-ordination with ERNST & YOUNG INT. and the result has been a complete redesign of the procedure used (originally developed using ARTEMIS software), and final a proposal for overriding the operational and comptable problems encountered during the audit.
