Telespazio S.p.A. operates on a global scale both in activities connected to the space market and within satellite based applications; in particular with the range of activities regarding the Earth observation.

The company awarded the tender for the execution of the project "Proyecto de fortalecimiento institucional y definición de estrategias para el Ministerio de Desarrollo Sostenible y Medio Ambiente de Bolivia" 

The technical assistance project was aimed at the definition of the technical specifications for the institutional strengthening of the new created Bolivian Ministry to be subsequently financed by the Bank

The general project objective was to help the Government of Bolivia develop an effective capacity to manage sustainable development. The specific objectives were to:

(A) strengthen the Ministry technical, regulatory and administrative capacity and establish its presence on the departmental level.

(B) improve the cartographic and biophysical databases of the country's forest resources.

(C) propose ecological and economic zoning for priority watersheds.

(D) establish a program to monitor and control the quality of the environment and natural resources.

(E) promote the inclusion of sustainable development concepts in formal and informal education and promote public participation in sustainable development programs.

(F) evaluate the feasibility of private sector participation in providing certain public environmental services.

The work has been carried out by a multidisciplinary team of 10 international experts plus local support. The design activity has been planned and the progress controlled using MS-PROJECT.

The resulting investment specifications were focused on:

(A) institutional strengthening with technical assistance of international experts and training

(B) development of an information and decision making system with specialised GIS for forestry monitoring

(C) realisation of a measuring network and campaign to control environmental quality and impacts

(D) promotion of community participation in sustainable development with education programs directed to target populations and with institutional projects in the formal and informal education entities.

(E) studies of the feasibility of privatising three environmental services.

The corresponding terms of reference (around $30 million US$) have been recently approved by the Bank.
