Società Generale di Ingegneria, now STUDIO GALLI INGEGNIERIA (SGI) is an independent consulting company experienced in a wide range of water pollution matters and in the development of integrated solutions for the effective management of water resources aimed at improving environmental conditions. In the field of environmental and hydraulic engineering, SGI offers a large variety of consultancy services covering the entire water cycle feasibility studies, financial analysis, master plans, detailed design, technical assistance during the tender phase, site supervision etc. The consulting assignment is directed to business development and tender preparation for international and national clients in the Public Private Partnership (PPP) area for water utilities.
MINISTRY OF THE ENVIRONMENT (Italia) In the framework of bi-lateral relationships between Italy and Peru, a cooperation agreement on environmental matters is under development. The Italian Ministry of the Environment will support the Consejo Nacional del Medio Ambiente (CONAM) del Perú at institutional level. I’m assisting the Italian Ministry of the Environment in the identification and evaluation of projects and initiatives on environmental themes like water resources management, renewable energy, “clean development mechanism” of the Kyoto protocol.
ATO (AMBITO TERRITORIALE OTTIMALE) The Private Sector Participation process was initiated in Italy in the last years due to the new regulation introduced by the so called "Legge Galli"; the water utilities companies initially belonging to the Municipalities presented a variety of sizes and characteristics ranging from the micro (serving 10.000 inhabitants or less) to the biggest operators like ACEA for the city of Rome. According to the regulation a new institution: the "ATO Ambito Territoriale Ottimale" was created to group the companies of an area of homogeneous characteristics and to allow for private participation in the ATO itself.
In general terms the ATO, which was initially
created with public capital, had to allocate private shares selecting the
private partner with a competitive bidding.
To bid for shares in the ATO the private counterpart had to present a complete design of the proposed water utility covering all the operational, financial, management aspects and including tariff evaluation and investment plan. SGI has directly participated in the bidding process with minority shares in several companies created with major water utilities operators in Italy. I've been involved in the bid of the ATO Umbria 2 for the integrated water service for 260,000 inhabitants of Terni province, and ATO 5 Enna for 128.000 inhabitants of the Enna province in Sicily and others. The area I develop is mainly concerned with organization, SCADA, information systems.

I've been participating to the project since the proposal formulation, and I will be in charge of the coordination of the SGI activities with the partners and the Ministry of the Environment. forec SGI is executing task 2 of the research project which is carried out by 19 international organizations (INGV, ENEA, DAPHNE, METEO FRANCE, IMO.IMA etc) and also is charge of the pilot test at Pula bay for which wave and currents regime will be analysed according to model results and historical series.
