Consultancy services for the design of the Bursa water distribution network SCADA system were undertaken by a Turkish-Spanish consortium Seyas - Eptisa Internacional .
The project was directed to assist the Water and Sewerage Administration (BUSKI) of Bursa (1.200.000 inhabitants) in the implementation of the city water distribution network SCADA System to monitor the 2300Km distribution network, the Water Treatment Plant and the Wastewater Treatment Plant with approx. 150 remote stations.
The concept design has been developed by an international team of experts and on that basis technical specifications for the tender for the procurement of the SCADA system according to FIDIC procedures (yellow book) has been issued.
The tender scope was:

The detailed design, supply, installation, commissioning, training and two (2) years' operation of a fully integrated supervisory control and data acquisition System (SCADA) to monitor and control potable water production, purification, collection and distribution stations/networks.

The construction of the SCADA control center building

The renewal of Motor Control Centers for 11 pumping stations and 3 wells
The estimated completion duration was of 18 months.
The tender assistance has covered the complete bid process:

Preparation of the short list

Tender and contract document preparation

Offers evaluation

Contract negotiations assistance.
The contract (> 4 million euro) has been recently awarded and installation work has started.
In the framework of the consultancy services, supervision of the installation process is actally provided in support of the FIDIC engineer.
