C.LOTTI is an engineering consulting company specialized in the hydraulic field and in the public infrastructures design; the company has assisted the CEREN (Comité Ejecutivo de Reconstruccion El Niño) of the Peruvian Government in the reconstruction of infrastructures damaged by the "El Niño" phenomenon. 

A loan of 300 million dollars was issued to finance approximately 1200 reconstruction projects in the fields of transportation, agriculture, housing etc.

CEREN was established by the Ministerio de Economia y Finanzas to monitor the financing of the works identified during the emergency phase; it operates as intermediary between the Banks (WB-IBRD) and the different institutions in charge of the execution of the works in the sectors affected.

The advance of the works and the financial situation of each project is reported to the CEREN; procedures were defined to automate this information flow and on this basis a data base of the projects has been developed.

To support the activity of the CEREN a geographic information system (GIS) was also created; data on the damages distribution, socio-economic parameters and localization of the projects were collected at “district” level.

The development of the system has been performed by 4 analysts / programmers using MS ACCESS, MS PROJECT and ARCINFO.

In the framework of the CEREN activities, technical assistance during the bidding process for the the project “MEJORAMEIENTO DE LA CAPACIDA DE PRONOSTICO Y EVALUACION DEL FENOMENO EL NIÑO PARA LA PREVENCION DE DESASTRES EN EL PERU” has been provided to the beneficiary institution ENFEN.

Among other activities, the project included the acquisition of the following instrumentation:

  • 10 Ocean meteorological and wave measurement buoy stations

  • 40 Automatic meteorological remote stations

  • 15 Automatic hydrologic remote stations

  • 2 Echo sounders

  • 4 Current meters

  • 3 Radio stations (wind)

  • 1 Ground station for GOES – GVARX images processing

Technical specifications for the instrumentation has been reviewed and recommendations issued.
